Walter Fields is a trained political scientist (BA and MA) with specific expertise in government institutions and a public policy expert (MPA) who has worked on a wide range of policy issues while also using his expertise and experience in not-for-profit management.

Coalition Management
New Jersey Coalition for Civil Justice
Walter Fields was retained by trial lawyers in New Jersey to manage and direct the policy agenda of a 68-member organization coalition, the New Jersey Coalition for Civil Justice (CCJ), to advocate for the preservation of the state’s civil justice system. The roster included the state’s leading civil rights, environmental justice, and health care rights organizations. Services delivered included communications, public education, and lobbying. CCJ successfully preserved plaintiffs’ rights in state law.
New Jersey Coalition for Local Telephone
Walter Fields teamed with a respected Republican state legislator to advocate for the deregulation of New Jersey’s local telephone market. He provided management services to a coalition that included advocates and long-distance carriers AT&T and MCI. His work included media outreach, public education, and legislative outreach.
Political Campaign Management
Consulting services have been provided for candidates at the local, state, and federal levels. Services have included daily campaign management, base vote coordination, and get-out-the-vote strategies. His roster of clients has included campaigns for Democratic, Republican, and independent candidates.

Irvington (NJ) Board of Education
Services to this urban school district in northern New Jersey included media outreach and client representation, press release writing and distribution and public outreach.
New Jersey Black Ministers Council
Services included media outreach, press conference management and press release writing for the statewide clergy council. Space was also sublet in the Trenton offices of Fields Communications for the Black Ministers’ Council office.
Newark Fights the Flu Campaign
Services provided included focused media outreach to communities in Newark, New Jersey affected by high rates of influenza and the coordination of community vaccination sites.
Lobbying
Direct lobbying services have been provided to private and public sector clients, and have included legislative outreach, bill analyses and client support.
National Safety Council
Services were retained to help secure the passage of legislation to require the use of seatbelts by rear seat passengers after data revealed high injury and mortality rates from motor vehicle accidents.
Rent-A-Center Stores
Lobbying services were retained to educate legislators on the rent-to-own industry and help secure the passage of more coherent and effective consumer protections for rent-to-own transactions.
Public Policy Analyses
Services have included analyses of current law and legislation, recommendations for corrective measures and advocacy strategies, and the development of issue campaigns.
Center for Constitutional Rights
Retained by the civil rights organization to examine the issue of the exorbitant cost of prison telephone collect calls and design a public campaign to address the issue.
Japan’s Diet
Provided analysis and research on product liability laws and consumer safety for Japan's legislature that led to the adoption of Japan’s first product liability law.
United States Agency for International Development (US AID)
Through a subcontract with the International City County Managers Association, services were retained to conduct an on-site review of democratization in the sub-Saharan African nations of South Africa, Botswana and Swaziland and prepare recommendations for consideration by the administration of President Bill Clinton.
New Jersey Republican State Senate Committee
Retained as the legislative redistricting consultant to advise the State Senate President on the development of the party’s legislative redistricting proposal to the New Jersey Districting Commission.
National Forum for Black Public Administrators
Retained to work with the African National Congress (ANC) to develop a management training program for Black city manager candidates in post-apartheid South Africa.
Fee Structure
Fees are negotiable and calculated on a daily or monthly basis consistent with the scope of work, client objectives and timeline. Consideration is given to not-for-profit and faith-based clients.
